Why not focus on Wayland, when major desktop environments like KDE Plasma and GNOME are already starting to move away from X11?

GTK and QT libraries are still required for Wayland.

According to this Wikipedia article.

And here is the quote from this Wikipedia article: 
"Most applications are expected to gain support 
for Wayland through one of these libraries without modification to the application."

This picture from this article describes how Wayland interracts with GNOME and KDE.

And, yes, you are right - migration to Wayland had started.
According to search results with Bing, Wayland is now the default session in 52.7% of Linux desktop environments.

So, I think that Wayland will be the next step.
