BASS is free for non-commercial use. You can try that if you like. There are wrappers, good enough to play sound on almost all Linux, Win and MAC OSs. I've tried myself to run it under different Debian linuxes, Win XP up to 10, both x86 and x64, on Raspberry Pi and every time works smooth.
