in Dll project :Hwd := WidgetSet.AllocateHWnd(@WndProc); Hwd always is "0"?
and in Other project Hwd := WidgetSet.AllocateHWnd(@WndProc),HWD<>0 OK.

It would've been helphul to supply some info on what you're trying to achieve here.
I can suggest you're trying to create some kind of a window in your dll.

So maybe you should try other way around like this or this ?
Or maybe you need to look into this one more time too.
Or maybe it'll be easier to make your own TWinControl descendant..
