Question ORCA library

I use Lazarus for years for Delphi altnernative because i dont want use illegal software.I also own Delphi 7 Personal,Delphi 2005 Personal and Delphi Explorer licenses and they are free but have limitations.
With CT Lazarus becomes more and more components and i love that but i confused with one of them..its the ORCA lib..its original name vas VG-SCENE at ksdev.com..after sold to Embarcadero, name canged to Firemonkey.
My question is : it is legal to use this library..i dont want break the law.

Im looking for tools for blind people.
ORCA : live.gnome.org/Orca can do that.
Is your ORCA component the solution ?
Does ORCA need LCL ? (i mean, is it possible to use ORCA in console app or using fpGUI ?

I'm not bale to compiler ORCA for ARM. Is lib limited to x86? And do you have in plan to support ARM linux as target as well?

in lab CT version 4.7 we split pl_ORCA library to:
a)-pl_ORCA and
b)-pl_ORCA3D
Now we try to code these 2 libraries for any CPU-OS-Platform
